The Community Access Program (CAP) is a Government  of Canada initiative which was launched in 1995 by Industry Canada.  CAP was developed to provide affordable Internet access and instruction to various small, rural, and/or isolated Canadian communities with a population base under 50,000.

Through CAP, communities can increase their opportunities for development by creating jobs and enhancing employable skills.  The goal of CAP is to link 5,000 communities to the Internet by 2001.
